Pathways to Change, a South African based NPC, seeks to employ a Monitoring and Evaluation Manager to manage a team, provide technical support and analysis of information that assists the project implementers to keep track of progress, identify gaps and draft quality improvement plans for implementation. The project is implemented under the auspices NACOSA, as part of the Global Fund intervention for Adolescent and Young People in South Africa. Job Purpose: The Monitoring and Evaluation manager provides oversight for a program’s planning, evaluation, knowledge management and monitoring. He/She identifies performance indicators, develops quality assurance strategies, trains program employees, maintains contact with program partners and ensures all program aspects comply with donor requirements. Furthermore, the M&E manager provides guidance and oversight for the M&E team, identifies trends, assists with presenting the achievements in relation to targets set and guides in identifying the gaps that steer the way forward and are imperative to planning.

Critical Requirements: Master of Public Health, Diploma/Degree in Monitoring and Evaluation, Data Management; Data Analysis, statistics, or a related field. Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in both the public and NGO sectors. Firm command of the M&E issues with respect to improvements in quality service and support programs. Strong technical skills, including ability to process and analyse data using statistical software packages used by the Organisation. Computer literate in MS Word, Excel, Outlook and PowerPoint. Supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs. Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills. Excellent verbal, written interpersonal and presentation skills in English. Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff. Good communication and Report-writing skills. Ability to work non-traditional hours which may include weekends at times. Willingness to travel as and when required. Ability to work independently and within a team setting. Valid driver’s license (2-3 years’ experience in driving).

Overview of Responsibilities: reporting to the Programme Manager: Managing M and E team; Ensuring Compliance: must ensure a program or project adheres to relevant donor regulations, standards and organizational policies by conducting regular site visits to verify processes and flows of work and detect areas that need improvements to align to the guidelines and initiate corrective measures. Maintaining Partnerships: maintain positive contact between sister and community and program partners, funders and other stakeholders, through the development of an effective communication framework to enable all parties to share and access all knowledge and information/data. Managing Personnel: often responsible for supervising a team of workers in your department. To ensure efficient monitoring and evaluation of all projects through allocation of duties to junior staff and directing them to compile progress reports. Organize and coordinate training programs for program personnel to help update their skills, technical abilities and professional knowledge, all of which are crucial for maintaining high monitoring and evaluation management standards. Implementing monitoring systems and designing monitoring tools: Reporting – weekly, monthly and quarterly. Continuous monitoring of information captured. Ensure quality information from the biomedical team. Close collaboration with the Clinical Manager.
